Food for thought:
Make sure you have most recent updated version of Visual Studio 2017 (FYI, as of writing this, there is a follow up hack to get a successful compilation of your project jsproj file, because updating Visual Studio 2017 totally breaks this project type, what a laugh ...) , writing a file wont work without the update, cordorva-plugin-file is broke with vs2017 out of the box.
